1.9 is not the expansion content, and the expansion will most likley be bought seperately.

Am I right?

Yes.

1.9 will most likely be released tomorrow or next week Tuesday, and is a free download. It will include the 'reballancing' of paladins, the release of an'quiraj, a nerf to Thunderfury (btw fuck you blizzard) and several other smaller changes.

The expansion is estimated to be released third quarter of '06, to be purchased seperately (most likely in the range of $20-$40). It will feature an increase in the level cap (from 60 to 70), two new races (horde: blood elves, alliance: unknown), the opening of the Outlands, flying mounts, and possibly more.
